so last night i installed mavericks on my e6410 / intel graphics machine. all was smooth sailing until it booted for the first time. i got it registered key board layout all that. got to the home screen and then it went black. i tried to reboot and i get a frozen dial under apple logo. when i try to boot into verbose or safe mode or use any flags for that matter it refuses them. instead of a "-" showing up it gets inputed as "/". so if i input "-v" it says " can't find /v". help?

Sounds like your bootloader operates in its default US QWERTY mode. "-" key will be 2nd one left of DELETE/BackSpace key, itself located above the ENTER key.

If you're using Chameleon or Enoch, you may install the bootloader keyboard layout that fits your country, if it exists of course (not all models exist..). Some layouts are available from the installation package when you run it.
