Dell DW5811e / Sierra Wireless EM7455 WWAN Not Working

My modem also somehow reports "internet.ntc" and "NTC" instead of "internet.mts.ru" and "MTS RUS", though with other SIM card it displays "internet.mts.ru", and AT commands with both SIM cards show "MTS-RUS". I tried to connect manually using AT commands and ATD*99***1# gives ERROR -

To get out of Low Power Mode, set SIMLPM to 0 AT!CUSTOM="SIMLPM",0
