Graphics issue.
It doesn't look like you're using the same file as the OP attached.
Your error shows you're using Macmini8,1
The OP attachment shows iMac17,1

Try changing ScanPolicy in config file to 0

which version of MacOS are you installing?
SandyBridge only go as far as High Sierra if you want graphics support

Upload your EFI + IOReg file using IORegistryExplorer.app v2.1
