Yes, partition the drive, make sure it's formatted to GUID require for Mac, Windows will also run in GUID. You can choose which os to boot from the OC picker.

you can generate a new SMBIOS serial, ROM, etc and updated config file later. Just want get the installation done 1st

Replace the whole EFI folder or at least Boot and OC folders into the EFI folder because the files must be from the same version of OC. You can't have Boot folder from a difference version of OC

You should usually update the kexts and sometimes OC to the latest before upgrading.
If you're not sure, then you should wait to see how others succeed. Always have a working EFI boot disk handy whenever you update.
You can either update the USB drive to test if it'll boot before updating the harddisk EFI or vise versa.

There's no indication that there's a built-in ethernet according to the IOReg file. Check your BIOS, make sure it's enabled.
Remove IntelMausiEthernet and replace it with latest IntelMausi
Remove ACPIBatteryManager, you already have SMCBatteryManager.kext
Lastly, you have an issue with the truncated SMBIOS
To fix it, enable
CustomSMBIOSGuid
Change UpdateSMBIOSMode to Custom
in the config file

Connect the monitor. Launch IORegistryExplorer.app and save the file

Are you connected via DP to DP? DP to HDMI?

Why would you need to press F12?
Doesn't both MacOS show up in the boot option?
I'm assuming you're using OpenCore.

From that, I would assume you didn't patch the HDMI port connection

Installation:
- Download macOS Ventura
- Format a 16GB USB drive (GUID / Extended (Journaled))
- Create USB Installer with createinstallmedia command
- Download attached folder and rename as EFI
- Mount EFI partition and add EFI folder
- Configure BIOS setting according to guide
- Boot with USB installer
- Complete installation
Post Installation:
- Mount EFI partition of newly installed drive and copy EFI folder over
- Update / Change in Config.plist under PlatformID->Generic (use genSMBIOS or Hackintool.app)
MLB, ROM, SystemSerialNumber and SystemUUID
- To Enable track stick scrolling, install Smart Scroll.app
Updated to OC 0.9.4
- Supports Ventura
- Rename config-IntelWifi to config.plist if you're using an Intel Wifi / BT combo (not tested)
- Dropped DW1820A, unable to boot even with the same patches from Monterey
